Air Vice Marshal Julius Otchere Boateng was commissioned into the Air Branch of the Ghana Air Force in November 1975 after his Standard Military Course (SMC) at the Ghana Military Academy, Teshie and Pilot Training at the Royal Netherlands Civil Flying School at Eelde in the Netherlands.

Starting as a Squadron Pilot with the No. 2 Squadron at the Air Force Station Tamale in 1977, he has at various times in his career commanded the Communications Squadron, the Flying Wing and the Air Force Base Accra. His other operational and staff appointments include two tours with the United Nations as an Assistant Senior Officer Staff Duties at the Headquarters of the United Nations Interim Force in Lebanon (UNIFIL) in 1990/91 and a Military Observer with the United Nations Protection Force in former Yugoslavia from December 1994-December 1995.

AVM Boateng has also had four tours of duty at the Air Force Headquarters as the Deputy Director Verification Standardisation and Inspection (DDVSI), Director Training (D Trg), Director Air Operations (DAO) and the Chief Staff Officer (CSO), the latter appointment he held prior to assuming the position of Chief of Air the Staff on 20 May 2005.

He is a graduate of the prestigious National Defence College in New Delhi, India, the Command and Staff College, Jaji in Nigeria and the Naval Postgraduate School in Monterey, California, USA.

As an accomplished Instructor Pilot, he has logged over 8000 hours on a variety of aircraft, including the Fokker 27, Fokker 28, Gulfstream GIII, Bn-2T, Cessna Citation, Saab Safir, C-150 and the Baron. He has also served as a member of the Air Transport Licensing Authority (ATLA) of the then Ministry of Transport and Communications and is currently a member of the Board of Directors of the Ghana Civil Aviation Authority (GCAA).

AVM Boateng is married to Christiana Abankwa and they have two daughters and a son. He enjoys reading, watching football and listening to music.
